You can access these options from the menu Tools » Options.
The Sandbox is a temporary folder that contains KML/KMZ files you open in Kml Builder.
The 'Clear Sandbox Cache' will clear all cached folders/files except the loaded file cache (if a saved KML/KMZ file is opened in the builder).
You may be prevented from clearing the cache if more than one copy of Kml Builder is running.
